世界各国对进口商品包装的规定

在国际贸易中,由于各国国情不同,以及文化差异的存在,对商品的包装材料、结构、图案及文字标识等要求不同,了解这些规定,对我国外贸出口大有裨益。

禁用标志图案

阿拉伯国家规定进口商品的包装禁用六角星图案,因为六角星与以色列国家旗中的图案相似,阿拉伯国家对有六角星图案的东西非常反感和忌讳。
德国对进口商品的包装禁用类似纳粹和军团符号标志。
利比亚对进口商品的包装禁止使用猪的图案和女性人体图案。

对容器结构的规定

美国食品药物局规定,所有医疗健身及美容药品都要具备能防止掺假、掺毒等防污能力的包装。
美国环境保护局规定,为了防止儿童误服药品、化工品,凡属于防毒包装条例和消费者安全委员会管辖的产品,必须使用保护儿童安全盖。
美国加利福尼亚、弗吉尼亚等11个州以及欧洲共同体负责环境和消费部门规定,可拉离的拉环式易拉罐,也不能在市场上销售,目前已趋于研制不能拉离的掀扭式、胶带式易拉罐。
欧洲共同体规定,接触食物的氯乙烯容器及材料,其氯乙烯单位的最大容器规定为每公斤1毫克成品含量,转移到食品中的最大值是每公斤0.01毫克。
根据美国药物调查局调查,在人体吸收的全部铅中,有14%来自马口铁罐焊锡料,因此,要求今后5年内焊缝含铅量减少50%。我国香港卫生条例规定,固体食物的最高铅含量不得超过6ppm(6%),液体食物含铅量不得超过1ppm。

使用文种的规定

加拿大政府规定进口商品必须英法文对照。
销往香港的食品标签,必须用中文,但食品名称及成分,须同时用英文注明。
希腊政府正式公布,凡出口到希腊的产品包装上必须要用希腊文字写明公司名称,代理商名称及产品质量、数量等项目。
销往法国的产品装箱单及商业发票须用法文,包括标志说明,不以法文书写的应附译文。
销往阿拉伯地区的食品、饮料,必须用阿拉伯文说明。

禁用的包装材料

美国规定,为防止植物病虫害的传播,禁止使用稻草做包装材料,如被海关发现,必须当场销毁,并支付由此产生的一切费用。
新西兰农业检疫所规定,进口商品包装严禁使用以下材料:干草、稻草、麦草、谷壳或糠、生苔物、土壤、泥灰、用过的旧麻袋及其他材料。
菲律宾卫生部和海关规定,凡进口的货物禁止用麻袋和麻袋制品及稻草、草席等材料包装。
澳大利亚防疫局规定,凡用木箱包装(包括托盘木料)的货物进口时,均需提供熏蒸证明。

港口规定

沙特阿拉伯港务局规定,所有运往该国港埠的建材类海运包装,凡装集装箱的,必须先组装托盘,以适应堆高机装卸,且每件重量不得超过2吨。
伊朗港口颁布的进口货物包装规定,药品、化工品、食品、茶叶等商品,分别要求以托盘形式,或体积不少于1立方米或重量1吨的集装箱包装。
沙特阿拉伯港口规定,凡运往该港的袋装货物,每袋重量不得超过50公斤,否则不提供仓储便利,除非这些袋装货物附有托盘或具有可供机械提货和卸货的悬吊装置。

Regulations on Import Product Packaging in Various Countries

Introduction: In international trade, due to differences in national conditions and cultural variations, requirements for product packaging materials, structures, patterns, and text labels vary from country to country. Understanding these regulations is of great benefit to China’s foreign trade exports.

1. Banned Symbol Patterns

Arab countries prohibit the use of six-pointed star patterns on imported product packaging, as the six-pointed star resembles the symbol on the flag of Israel. Arab countries have strong aversion and taboo towards anything with a six-pointed star pattern.

Germany prohibits the use of Nazi and legion symbols on imported product packaging.

Libya prohibits the use of pig patterns and female human body patterns on imported product packaging.

2. Regulations on Container Structure

The U.S. Food and Drug Administration requires that all medical, fitness, and beauty products must have packaging capable of preventing adulteration, poisoning, and other contamination.

The U.S. Environmental Protection Agency requires that to prevent children from accidentally taking medicines and chemicals, all products under the jurisdiction of the Poison Packaging Regulation and Consumer Safety Commission must use child-resistant safety caps.

The U.S. states of California, Virginia, and 11 other states, as well as the European Community’s environmental and consumer departments, require that pull-tab cans, which can be pulled off, cannot be sold in the market. Currently, efforts are underway to develop pull-tab cans that cannot be removed, as well as twist-off and tape-style pull-tab cans.

The European Community stipulates that for PVC containers and materials in contact with food, the maximum PVC content per kilogram of finished product is 1 mg, and the maximum value transferred to food is 0.01 mg per kilogram.

According to a survey by the U.S. Drug Administration, 14% of the total lead absorbed by the human body comes from the solder of tinplate cans. Therefore, it is required that the lead content in seams be reduced by 50% within the next five years. Hong Kong’s health regulations stipulate that the maximum lead content in solid food must not exceed 6 ppm (6%), and the lead content in liquid food must not exceed 1 ppm.

3. Regulations on Language Usage

The Canadian government requires that imported products must be bilingual, with both English and French.

Food labels for products sold to Hong Kong must be in Chinese, but food names and ingredients must also be indicated in English.

Greece officially announced that product packaging exported to Greece must use Greek text to indicate the company name, agent name, product quality, quantity, and other items.

Product packing lists and commercial invoices for products sold to France must be in French, including label descriptions; those not written in French should be accompanied by translations.

Food and beverages exported to Arab regions must be explained in Arabic.

4. Prohibited Packaging Materials

The U.S. prohibits the use of straw as packaging material to prevent the spread of plant pests and diseases. If discovered by customs, it must be destroyed on the spot, and all costs incurred must be paid.

New Zealand’s agricultural quarantine authority strictly prohibits the following materials in imported product packaging: dry grass, straw, wheat grass, husk or chaff, mold, soil, mud, used old gunny bags, and other materials.

The Philippines’ Department of Health and Customs prohibit the use of gunny bags, gunny bag products, straw, straw mats, and other materials to package imported goods.

Australia’s Quarantine Authority requires that when importing goods packed in wooden boxes (including pallet wood), fumigation certificates must be provided.

5. Port Regulations

The Saudi Arabian Port Authority requires that all marine packaging of building materials destined for the country’s ports, if packed in containers, must be palletized first to facilitate forklift loading and unloading, and each item must not exceed 2 tons.

The Iranian Port’s regulations on imported product packaging require that medicines, chemicals, food, tea, and other products must be packaged in pallet form, or in containers with a volume of no less than 1 cubic meter or a weight of 1 ton.

The Saudi Arabian Port Authority requires that for bagged goods shipped to the port, the weight of each bag must not exceed 50 kg; otherwise, storage facilities will not be provided unless these bagged goods are palletized or have suspension devices available for mechanical loading and unloading.
